T1.1 TENDER NOTICE AND INVITATION TO TENDER
The N3 Toll Concession (RF) Proprietary Limited (N3TC) (the Employer) hereby invites competitive tenders, on an arms-length basis from Contractors, for:
CONTRACT No.: N3TC/CU-2019-101/2
REHABILITATION AND UPGRADE OF THE N3 TOLL ROAD: N3-9 km 74.5 TO km 77.2 AND N3-10 km 0.0 TO KM 1.0 HIGHWAY SECTION 8B
The time for completion is 31 (thirty-one) months which period includes a 1 month mobilisation period.
Tenderers shall have a CIDB contractor minimum grading designation of CE 9. Tenderers shall comply with the criteria stated in the Tender Data.
A portion of this Contract is Performance Based where the Contractor designs the works covered by the Performance Specification and Performance Guarantee (Asphalt Works Only). The successful tenderer is required to provide a Performance Security (Guarantee) issued by an approved Bank registered in Southn Africa in the value as stated in the Contract Data, valid from the Commencement Date and for a period including the Defects Notification Period (DNP) of 4 (four) years after the date of the Taking Over Certificate (i.e.: Guarantee valid until the issue of the Performance Certificate). Refer to the Contract Data, that provides for reduced guarantee values after each completed year of DNP.

Where deemed necessary, forms to be completed will be issued in MS Word format and the Pricing Schedule will be issued in MS Excel format. Tenderers must have access to MS Office © 2013 and Acrobat Adobe © 9.0, or similar compatible software.
A compulsory pre-tender meeting with representatives of N3TC and the Engineer will take place virtually on 16 November 2022 at 10:00. This is the only time that such a meeting will be held.
Note that Form A1 [Certificate of Intention to Submit a Tender] must be completed by the representative of the prospective tenderer and submitted by e-mail before the end of business on 10 November 2022 in order to receive an invitation to the compulsory clarification meeting via a meeting link. Failure of the Tenderer to submit Form A1 on time with complete information as stipulated will result in the tenderer being not eligible to submit a tender. Tenderers will visit the site themselves before the pre-tender clarification meeting and must make themselves conversant with the site conditions. Tenderers are to notify the Engineer of their intended date to visit the site and shall have personal protective equipment (PPE) appropriate to inspecting a National Highway. The tenderer shall visit the site entirely at his/her own risk.

The closing time for receipt of tenders (on flash drive and paper copy) is 15h00 on 19 January 2023 at N3TC offices, located on 1st Floor, Block D, Southdowns Office Park, 22 Karee Street, Irene.
Telegraphic, telephonic, telex, email, facsimile and late tenders will not be accepted.
Tenders may only be submitted on the tender documentation that is issued.
